Lynn Halmrast serves as the Regional ATOD Prevention Coordinator for West Central Minnesota in Region 3. Lynn has a Bachelor of Arts Degree in Biology from Concordia College in Moorhead, MN, and holds Masters and Specialist degrees in School Psychology from Minnesota State University Moorhead; as well as a Ph D degree in Clinical Psychology from the Professional School of Psychological Studies in San Diego, CA. He is a Certified Prevention Professional and holds other mental health and educational licenses as well, in Minnesota and other states. He has worked as a school psychologist with grades preschool through senior high, as well as as a college counselor. His work experience emphasized educational and mental health related needs. His work often included an emphasis on alcohol and other drug abuse prevention in the educational settings in which he worked. He was also involved in a mental health treatment/intervention practice as an independent practitioner for over 20 years until starting his current position as Region 3 RPC. Lynn learned early in his career from the young people he worked with to value the importance of good chemical health in the process of restoring an individual’s emotional well being. He has led efforts in previous positions to develop and implement prevention practices in the area of alcohol and other drug education.
Lynn’s home office as the Region 3 – West Central MN ATOD Prevention Coordinator, is located at Clay County Public Health Board in Moorhead, MN. The RPC position involves identifying regional needs and working with the twelve counties in Region 3 to address those needs and provide ATOD services on behalf of the region.
